I basically took two large Ikea bags, cut off the bottoms, and slit open the sides so I had two large, flat pieces to work with. Then, I lined them both with gold duct tape to make the costume more durable.

Paperbag Skirt. Cut an elastic band a length slightly smaller than your waist (approximately 1-2 inches). Sew in place. Cut bags apart to create flat rectangles. Lay them flat and cut the corners off the top part which will loop around the elastic. Loop the top part over the elastic and secure with glue - SCRUNCH the bottom part of the bag.
